Jon,

When I stated several firms are talking about starting alternate option exchanges similar to ECN's what I meant was that they would be offering an alternate market to the option exchanges similar to ECN's for NASDAQ and Third Market for listed stocks. I am sure that the firms mentioned as being interested in forming alternate options market have no intention of just matching orders but see that they could offer a better product and still make a nice profit.

While working at the NASD(many moons ago) I helped write a proposal to trade options on NASDAQ. The proposal never went anywhere probably because I helped write it.
