I don't watch CNBC, but it was probably a story about the Broward County, FL ruling in which another local government mandates what some call "forced-access" and others call "open-access" to broadband cable lines. Here's a story on the issue:

voted by a 4-3 margin to require local cable operators, 
led by MediaOne, to open their networks to outside ISPs 
such as America Online.
