You are right on two points:
There is no telling the direction of a breakout from a symmetrical triangle.
Breakouts must occur before the trangle is 3/4 built. If this doesn't happen, stocks frequently just base sideways. Of course, all this counts only in the absence of news.

On the other hand, I have found ascending triangles (flags?) to be very reliable.
