are they then paid by he who delivered them, or can they be paid by a single payment processor?

If the bank owns runs a in-house bill payment warehouse thus retaining all customer info and sends a message to say CKFR to pay $25 to XYZ company and credit 123456 account number, then the bank can keep total control over the customer service piece. Of course, TP handles their own payments to the biller today so that needs to change.
