[e.spire Subsidiary ACSI Network Technologies to Provide Consulting Services to Brazilian Carrier; Agreement Marks Launch of Strategic Reach into Latin American Markets]

ANNAPOLIS JUNCTION, Md., July 15 /PRNewswire/ -- e.spire Communications, Inc. today announced that its wholly-owned subsidiary, ACSI Network Technologies, Inc. (ACSI NT), has signed a significant contract with Pegasus Telecom, a long distance carrier based in Sao Paulo, Brazil, to provide extensive consulting services on a large network expansion project in Brazil.

ACSI NT will work with Pegasus to extend Pegasus' footprint by approximately 6,000 kilometers (3,726 miles) in secondary markets along its existing long-haul network between Rio de Janeiro and Sao Paulo. ACSI NT will assess Pegasus' inside and outside plant operations and share suggestions that will help the carrier successfully implement its planned growth strategy. ACSI NT will conduct an analysis of Pegasus' engineering design, the network facilities and operations' processes and then prepare and deliver comprehensive reports recommending modifications and improvements to support current and future growth and ensure appropriate maintenance.

ACSI NT's agreement with Pegasus exemplifies ACSI NT's ability as a turnkey infrastructure solutions provider to deliver not only fiber-optic network construction services, but also a full range of related consulting services. It has leveraged its network construction expertise and experience to become a consultant for third parties in international markets, as well as in the United States.

''This is the first of what we expect to be many new customers in Latin America, a significant market with a huge demand for fiber networks and broadband services,'' said Doug Hudson, President of ACSI NT. ''We are pleased to have won this consulting business, and are continuing to pursue other opportunities in Latin America and Europe.''

''We're glad to be the first Brazilian company to work with ACSI NT,'' said Jose Barbosa, President of Pegasus Telecom. ''Our agreement enhances Pegasus' commitment to high-quality, state-of-the-art network operations.''

Pegasus Telecom, owned by Andrade Gutierrez, a major construction group in Brazil, provides integrated long distance service, combining voice, image and data applications, over local area fiber-optic networks and long-haul fiber route miles. It offers its customers cost-effective access to the latest generation of communications technologies. When completed, Pegasus' network, already operating between Rio de Janeiro and Sao Paulo, will include other of Brazil's principal cities, including Belo Horizonte, Brasilia, Curitiba, Florianopolis and Porto Alegre.
