I am not a fan of NASA's current behavior, in general. The R&D, such as this comet mission, should be a larger focus than it currently is.

The public is likely to perceive a "lurching" effect, though, when a mission is not made public until well down the road from the initial planning stages. It's not kept secret, it just isn't part of the items generally considered newsworthy.

A base on Mars will happen eventually, but it is a gigantic project (the way NASA is going about it) that is, in many respects, a boondoggle itself. It also, surprisingly, is not crucial (or even very important) for asteroid exploitation activities -- the gravity well difference between here and Mars and here and the asteroid belt is small, but is still fairly large from a ground-based launch on Mars to the Belt.
