Frank, I think it just reflects how conservatively Birck and management moves-----and this approach imho brings a lot of reassurance to their large corporate clients --- as the final paragraph seems to say:

But Tellabs pace may provide the salve that soothes Wall Street in an era where companies can lose billions of value in less than an hour. "We aren't going to do anything radical in these areas," cautioned Tellabs' Birck. "We certainly choose our market opportunities."(article)

That type of caution resonates well with corporate ceo's who don't really think like a "young techie" who might scare the pants off institutional investors----an example might be "Apple's guidance statement" which caused at least one firm's downgrade of Apple today.

Tellabs is not a scary as those companies who seem to "race into" new technologies, not knowing if they in fact will become the technology of choice.

Tellabs price today tells the story-----like the "Turbo Tortoise" it is Tellabs just keeps "on coming"-----a person can really learn to love this stock.
