Remember, Clinton lied in sworn testimony. If he had been truthful from the beginning, the case against him would have been settled quickly. But Clinton's arrogance, and his unwillingness to bite the bullet cost him, his administration and the country dearly.

You consistently try to justify Clinton's behavior by whatever justification is possible, but that is not realistic. He lied. He was impeached. He should have been removed from office, and he would have been if not for the partisan Democrats. End of story. The partisan Socialist Democrats will have to live with that decision forever. That decision will be costly for them.
