07/16/1999 - Japan Panel Proposes - Pollute More, Pay More
Japan - Vehicles in Japan that pollute more should pay more for taxes - and those that don't should pay less, recommends an Environment Agency task force looking at ways to cut vehicle emissions, reports Asahi Shimbun. Under the plan, pre-1978 cars and pre-1982 diesel engine-powered vehicles would pay higher taxes, while vehicles that produce fewer amounts of nitrogen oxides (NOx) and other pollutants would pay less. Initially, the task force had intended to raise taxes on all vehicles, but automakers lobbied against that plan, saying they have made substantial progress in cleaning up vehicle emissions. Japan has 70 million registered vehicles; under the watered-down plan, only 400,000 vehicles would be subject to the higher tax.
