Program order in Start menu ...

Windows keeps track of the order in which choices appear in the Start Menu. The choices are there already, because they are in the folder, but before displaying them, the Start Menu first looks to see what order to use. You can change this order and Windows will remember your new choices.

When you have selected a menu choice, hold down your left mouse button and move the mouse up or down the menu. The 'bars', posted by others, will appear and help you see where your choice will be re-located to once you release the mouse button. At the top and bottom of the menu, the bars change appearance.

For the 'adventurous', check the registry key:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\MenuOrder

Here you'll see how Windows consults the registry to know in which order to display the choices.
