Some years ago WSJ or NYT had reported how the telecom minister
in India stuffed money in his mattresses when GSM frequencies
were licensed.
Not sure about India, but Pakistan might be going CDMA for WLL.
I somehow surfed onto on this link to a newspaper in Pakistan
while reading some news on war over there.
