You are not right Those bids are generally fake..they are strategically placed below the bid or at the bid..and then cancelled before being hit...It is one of the crimes that occurs on a daily basis on NASDAQ and they are so inept they pretend there is nothing wrong but this will stop soon enough..

If a Market maker displayed those orders and is caught he would be fined and face disciplianary action.....( according to the NASD rules and regs ) A customer can be also sued by the SEC for market manipulation. and face legal action from the Firm.
