There is no way QWEST will stay in 30s until then, QWEST would be closer to 65
than 35 at the time of merger. Nobody will remember June 1999 in June 2000.
Look at MCI/WCOM merger. They had similar collar. WCOM was way above
the collar at the time of merger, nearly double the price. FRONTIER was clearly
not needed. That is what wall street focuses tomorrow in taking the stock up.

If Joe can accelerate DSL and last mile broadband in US west region, they have a
great opprtunity to become a telecom giant.
