I found the owner! I guess what happened is that her owners are on vacation and their daughter was taking care of the dog. They for some reason decided they didn't want the dog and so they took her to a sisters house and from there the dog escaped. That is where I came in. So, Pepper has a home. Her owner probably won't be happy about this story. She gets her back clean and healthy though.
