Perhaps she should be given more credit for this, but all of the progress came after some of her hard line measures were softened by her conservative successor, John Major, and a dialogue started. Whether this recent progress will be successful is very much in doubt. But it wasn't N. Ireland that cost her. It was the poll tax. (I was living in Britain at the time.)
