I humbly propose, my good and noble Prime Minister, that the White Knight be delegated the authority to field promote the civilian Dreamer/Minstrel to the position of Brevet Brigadier Kingdom Alchemist pending formal confirmation of this much deserved appointment by the full Parliament acting under constitutional authority delegated by the wise proclamation of Her Royal Benevolence. According to Section 4(A)(3)(b)(xix) of Article VII of the Third Codicil of HRH Rambi's 16th Royal Proclamation, which was later codified into sovereign law in the Third Act of the 17th Parliament (Hon. Ish of NearNormal, PM), only the leading White Knight, when the Kingdom is engaged in hostilities, may propose field promotions of civilian serfs to military staff positions such as Alchemist. These promotions are subject to Parliamentary confirmation at the next session called by the Benevolent Ruler, following recommendation and formal presentation by the Prime Minister. Upon confirmation, the newly appointed Alchemist is to kneel in homage and pledge his loyalty to the Venerable Benevolent Sovereign, after which a succulent pig is roasted for a feast during which the Successor Dreamer Minstrel performs for HRH and her minions. The Benevolent Ruler then toasts the newly appointed Alchemist with a claret jug of Ernest & Julio's finest Chardonnay, and a Texas line dance follows.
