Did you say oxymoron....?.....If I were Pat Laracy of Vulcan Minerals I believe that I might savor a
syllable of that word as I ruminate upon the malaise which must have beset the regulatory bureaucrats
who are in control of issuing drill permits for the West Coast.

Or, can we chalk it up to the "summer doldrums" which is often referenced to be at the root of the
anemic pace of bureaucratic decision-making....or is this a" perpetual malaise" which we have all
come to reognize as being characteristic of many government bureaucrats.
