Two explanations:

1) PR. You do it so some monkeys take it as "insider buying" and try to run the stock up.

2) Pure idiocy. You already have 4.3 million options. What would buying 5,000 shares do of significance to your net wealth? Let's say CUST goes to 90 from 45. That would increase the 4.3 million options in value by $193.5 million. Cook, by buying the 5,000 shares at, say, 45, would be up by $193.7 million instead of $193.5 million. BFD! If I had reduced that to three significant digits, the difference would not even show up.
