Skeets, As an old bond trader friend of mine used to say, "first you name the price, then I'll name the terms. Or, first you name the terms and I'll name the price." That is basically what the govt. has done. They figured out what makes the herd stampede and just figured out something to measure that would give them that result. Reality be damned.
