I don't see the COHU/TER comparison.
TER. Market Cap $5.87B. TER manufactures automatic test equipment and related software for the electronics and communications industries, offering systems for testing semiconductors, circuit boards, phone lines, networks and software.
COHU. Market Cap $400M. Cohu designs, manufacture and sells semiconductor test handling equipment. Cohu also designs, manufactures and sells closed circuit TV cameras and systems, metal detection and microwave equipment.
TER is much bigger, and in today's marketplace that gets a higher PE, because big is better. Also, TER makes test equipment primarily, while COHU is big in test handling equipment. I believe TER is somewhat new into the test handling equipment field. TER is involved in testing a much wider assortment of electronic items than is COHU.
There are any number of stocks in the manufacture of products using semiconductors that will have curves similar to COHU and TER.

As a very long-time holder of COHU, I know the market never has given this stock a high multiple since I got in in 1988. We're probably in equilibrium now until the next earnings report, moving more or less in sync with the tech market until then.
