Seed? I suppose you can say as much. But Clinton has greatly altered the US stance. He has, I think, basically signed on to a "One China" policy. Nixon/Kissinger, during the Sino-US rapprochement, merely agreed that China and Taiwan affirmed a "one China" policy. They did not say the US had such a policy. In this, as in many respects, I believe Clinton has left a sorry legacy of US diplomacy.
