There's no NAKED SHORTING allowed on AMEX but if you were short going in you would not necessarily have to cover automatically.

I'm not sure about the registration in another state. I will have to check into that one.

The most effective way is to 1) Run the price up or 2) Order out your certificates..... but that takes a lot of cooperation and on the AMEX you have to maintain a certain "float" to qalifiy for listing. On the BB, you can order out your certificates but that will take a large cooperative effort to get enough out to affect the shorts.
