I haven't seen anything about this directly and will be checking on it when I'm back in the office (I'm on vacation this week).

My first reaction was to laugh. Now before you think I've gone nuts let me explain. I wouldn't at all be surprised if the FSA is serious and there are lot of people who are concerned about it. However when everyone settles down they will realize that this is very unlikely to happen. A lot of the articles speculation is an extrapolation of what would happen if the Japanese pushed this interpretation. As someone pointed out, if CSFB 'gets whacked' for this western banks will flee. Also the western governments will not sit idly by and watch their financial institutions being made the fall guy if they did nothing criminal. The Japanese gov't knows this as well and wouldn't want to risk the repercussions. I suspect this will go away but I will check into it.

Fwiw it is not that rare to have gov't agencies in various jurisdictions make self serving announcements that appear to threaten the international financial structures.
