How are you doing cost accounting?

This isn't incremental expense

it is just allocation of costs.

I hate when people say it incorrectly.

The budget is planned years ago and the current year's expense has already been funded.

Get real. We have a SURPLUS and we just funded the whole war in Kosovo and have been supporting peace in Bosnia. And Iraq is silent and a new world economy is being created before us.
