Shorting of IPOs

very rusty former bond broker with a general ipo question...when can ipos be shorted? i know that the clearing firm would need to be able to find the stock and that the federal reserve would have to have declared the company's shares to be marginal. but how long does that usually take? for some reason, i think the answer is might be 30 days, but that could be malarkey. anyone with an answer? my email address is corne5@ttgnyc.com
