William -- <That's telling China what not to do> Or what? He doesn't want them to use force but there is nothing he can do about it. The US will not go to war with China. Its a bluff that nobody believes.

BTW, when I was working in China in the aftermath of the embassy bombing, I was struck by the incredulity of everybody, and I mean everybody, about the US explanation. I did not meet one single person of any rank -- and I deal with a wide range of people, from the top on down -- who thought the bombing was an accident. Not one. It may be hard to believe, but China would love to put the US in a position where they cannot fight because it is not in the US interest. US companies would be swarming all over Washington shouting hold your fire we want this market. This would be a very sweet 'victory' for China. They are in a win-win position if they push this just so far -- and they don't give a rat's ass about Clinton.
