The key for eBay now is to leverage their position of strength and to be VERY aggressive in expanding their reach.

I would disagree in that eBay growth had already slowed before these outage problems cropped up.

Yes, advertising is an option for eBay, and I suspect they'll start going after that more with the slowdown in growth.
