dumbmoney, the SEC announces it when it halts trading in a stock, and that news gets picked up by Bloomberg. It also gets reported on the SEC website here:
sec.gov
That hasn't happened to UAI, so I don't think that it was the SEC stopped the trading.

What I heard is that the NASD (which owns AMEX now) has halted the stock, while it reviews some documentation related to UAI's listing.

We'll know for sure only when something gets announced.
