JNPR founders shareholders are several companies which do a lot of merger business and other investment-bank profit activities. A good recommendation is the industry's wampum for getting more such business. In this case, they please Lucent, 3com, etc. by assuring a big fat premium on the shares in preparation for secondaries. Also by maintaining a super-successful after-market for an IPO they can parade it around and whoop up the IPO market further.
