Buy whenever you want. I can't gage when the fear of drop will turn to greed. CIEN dropped all the way down to $8.50 before the buyers stepped up in masses. I doubt NEON will drop that low, because NEON has that $4 per share in cash and liquid assets. Will it drop further.... Your guess is as good as mine. As in CIENs case, it is the little investor that is causing the price drop now.
