You can pull up '87 VIX on Bloomberg. In the middle
of Nov. the 20DMA approached 80% for the market
as a whole as represented by the VIX/OEX averaging procedure.

The range on Monday, Oct.19th was 62% to 152% with
the high during the period of around 173%.

For some individual stock options, implieds did exceed 200%.
It was a good time for the CBOE guys that weren't caught naked.-s-
Seat prices were halved later that week if I remember correctly.
