Crafty gets crazier and crazier! How in the heck he interprets this alternative as being satisfactory to either consumers or billers is beyoned comprehension. And, if they ACH all debits, they are going to have to do it well in advance of providing the credits (paper checks with stubs), or they'll get eaten alive with NSFs. This spells signifigant payment delays...and how do they handle the NSFs? If in fact they are not even attempting to "electronify" the bill and the payment they are doomed!
