I believe that they make a "good faith" effort to exclude wagers
from North America; through notices and through agreements that
must be read and agreed to BEFORE wagering. There has been much
discussion from bashers that Starnet is being something less than
truthful on their SEC filings about their stance against wagers
from North America, and you've said "Does that mean they are lying
in their financial statements?" Possibly you could actually READ
the statements before making such a suggestion??

This from the most recent SEC filing 10QSB, at :

edgar.sec.gov

"The Company's Internet casino, which targets only customers
outside North America, is operated by its subsidiary, World
Gaming Services Inc, in Antigua."

When you visit their site, if you are from the USA, they tell you
to GO AWAY. If you are from Canada, they tell you you cannot wager,
you can only play for fun. They have you agree to a detailed legal
agreement, stating that YOU must understand the legalities of wagering
from your location, and that you should not agree and wager if you do
not. There's nothing in the financial disclosures that says they
"may not" or "cannot", only that they choose to target areas outside
of North America, and I believe that this is a good stance.

Lastly, if you affirm to the agreement that shows that you understand
the legalities of wagering from your location, and that it is, in
fact legal where you live, and then you choose to dispute the charges
on legalities, I'm certain they would hold to their promise to either
collect or thoroughly toast your credit rating :
