The system has many short comings but it is need of workers this was the problem. It is a different system more socialistic but yet capitalistic In Winnipeg where there is still manufacturing they still try to bring in people to work in the sewing factories. I was not aware they brought people in to put them on welfare. Quite honestly i dont think the government is either. From what i have heard it is much more difficult to migrate to Canada now.
