Not a bad question actually. The 17 mm shares represent stock that is not actually available to the secondary market. It is treasury stock held by the company; sometimes, stock held in a retirement trust for employees; and, of course, stock held by insiders like Brewer, et. al.
If the large private holders( like Brewer, for example) wanted to sell a large piece of stock they would have to inform the SEC and that would become public record, or, their stock could be part of a secondary offering made available to the public in what is called a "secondary" offering which has to have all the legal trappings like a prosepctus and registration, etc.

PS. It is important to know what the " float" is because company may be " closely held" by large stockholders and therefore not trade very well.
