You'll have to forgive Richard. He's a product of his own ignorance.

And he also doesn't want to acknowledge that the reason there was spying is because US security protections for this sensitive material were so lax.

All nations spy. That the name of the game. And when nations have their secrets stolen, they would rather blame the pilferer of those secrets, than those who were charged with protecting them in the first place.
