The poster Boxer101 named in the release is a frequent poster on that thread. This appears to be the earliest instance on that particular thread (I could find none on 2 July or earlier on 3 July - at least among the currently available posts on that thread). However, this was probably not the earliest RB posting of this purported news release. On the RB GLMC thread about an hour before g g's post, there was the following gem which seems related to the "news release":

I have been trying to trace our subject for the last two days and have had my paralegals scanning the boards for any mention of boxer101. When they notified me that he had already been located, I could not believe it.
My hat is off to you quick minded, civic leaders who are interested in truth and justice. I will have my collegues subpoena the Raging Bull tomorrow if I can find a judge to sign them, and attempt to obtain additional information about boxer101, aka observerz, and any one he has working with him on this latest scam.

Could it be that the NJ Attorney Journal actually is taking such a personal interest in the Boxer101 that he is posting to the RB GLMC thread at 12:41 AM on a holiday weekend? Well, no. How can I be sure? It turns out that although Peter Verniero was NJ Attorney General earlier in 1999, he was not the AG on 3 July 1999. At that point in time his nomination to the state Supreme Court had been confirmed and his successor, John J. Farmer Jr. had been sworn into office:
