Your problem here is ensuring 100% safe transport, and then convincing the people whose communities it will pass through that the transport is 100% safe.

My own feeling is that nuclear power will take off when fossil fuel becomes scarce and expensive enough to make it economically viable. The end of the oil crisis was a major blow to nuclear plans. That may not be altogether a bad thing, as the technology will have some time to mature.
