How could you believe Reagan was in charge. I don't know who was in charge, but surely if you saw and heard Reagan, you know it wasn't he.

The man didn't know the difference between things that happened in his real life, and those that happened in scenes in movies in which he had appeared.

He was genial, he had slogans. He could not conceivably had sufficiently deep grasp on any complex, nuanced matter requiring historical perspective, geopolitical sophistication or analytical ability to reasonably be called "in charge."

I am sure he was directed, just as he was in Hollywood. It would have to be. You saw him! You heard him!

It is a strength he had, imo, to be so limited intellectually that he didn't understand how much there was he didn't understand, so he didn't mind just being a figurehead and sailed on through. He probably didn't even know it was the case. He had fun being president, too, I'm sure.
