Are the long-term environmental and health effects of Chernobyle (sp) greater than the long-term environmental and health effects of burning coal and oil to replace that power?

Yes. If you don't think so ask the people effected by Chernobyl who lost loved ones or themselves were sickly until they finally died prematurely. But they were not counted in the death toll if they didn't die relatively quickly. That's a high cost for carelessness.
