This would not have been acceptable to the colonized peoples. For better or worse, colonialism died with WW2; we had a choice between dealing with it a short-term manner or a long-term manner, and we chose the former.

You are right in saying that it wasn't a priority. Still isn't, except when something blows up in our faces and the headless chickens start running around wondering why.
