I think you had to live through the Great Depression, which I did not, to really understand those times. I have many quarrels with FDR on many levels, but I do think that the poverty of the 1930's (let's not forget that the first 3 full years of the Depression were lived under Republican Hoover), held the seeds for enormous social upheaval, which FDR managed to avoid. As originally conceived, SS really redistributed very little--the rich were a tiny fraction of the U.S., all elderly received payments regardless of income, and the burden fell largely on the middle class, with the benefit going basically to the parents of that same great American middle class. It should have been structured as an investment program in the middle of the 1930's depression? I think this is layering 1990's concepts onto a very different time.
