I think you are mistaken about the depression being 5 years along.

The market crashed in '29, FDR was elected 3 years later in '32, but who's counting... indulge MB.

Most folks aren't aware that many of the New Deal programs had been first proposed by Hoover. Hoover was no stranger to big government welfare programs, having run the American relief effort in post WWI Europe. FDR ran as a small government candidate in '32, nothing like how he is remembered.
