Lots of resistance to tactical UAVs , both from pilots and the very people on the ground who need them. It doesn't seem very heroic to play 'model airplanes' in the middle of the battle. As a result they can be under-prepared in correct operation when needed. Operation Allied Force showed that these UAVs can be sent out fairly quickly ( don't know what the weeks delay was. Much quicker than sending out a dozen Apaches. One wonders how effective they were, because many dummmy targets weren't distinguished from real ones. The Israelis have been using drones for decades. The first wave of air planes in the 6 day war were the drones.
