Well, yes, certain parts of D.C. are beautiful and cosmopolitan. But I wouldn't say the city is. I don't think that any city which has the extent of substandard housing, the horrendeous school district, the crime rate, etc. of Washington can be considered a world-class city. For those who live outside the city and only visit it for its good points (which you do, and which I did for four years in Annapolis and three in Sandy Spring) it good parts are indeed lovely and impressive. But as a city, an organic entity which should serve ALL its citizens, it is a total failure. No little thanks to Congress.
