Dear Penni, sobering information on the fatality rates among 16-year-old drivers, from the Insurance Institute for Highway Safety. This organization promotes "graduated" licensing programs - first six months with a license, an adult driver must be in the car. Second six months, the new driver is not licensed to drive in "danger" situations - at night, or with other teenagers in the car. Makes sense to me, and I will impose these rules on Ben, who is already champing at the bit at age 14!
