When did you live in Annapolis & Sandy Spring, Christopher? Bet it was at least a few decades ago. As for "substandard housing," the nice thing about D.C., as opposed to New York and Chicago, say, is that much of the "substandard housing" you refer to is made up of basically very nice but very run-down old brownstones. Many such run-down areas have been completely gentrified in recent years.
