Chris, I don't think living in Annapolis for four years when you were an undergrad 30 years ago qualifies you as an expert on Washington, D.C. today. Sorry, but you just don't know what you are talking about.
Joan lives on the outskirts of D.C., and I go into or through D.C. on the average once a week, and we are both in agreement that there are places where it is dangerous to go at night, and some it is dangerous to go to any time of day or night (Anacostia, for one) but that's true of many big cities - New York, Philadelphia, Boston, Chicago, Atlanta, Miami, New Orleans, etc. etc. etc. The residents don't agree that D.C. doesn't serve all its citizens, and neither do we.
