Actually, Joan, I think the double quotes vs. single quotes is a transatlantic difference. The tendency in N. America is to use double quotes always, except for quotes within quotes, where single quotes are used. British practice is the reverse (single quotes are standard, with double quotes being used for quotes within quotes).
