If that is the purpose, it isn't doing a very good job of it. The vast majority of the wealth is concentrated in the hands of a very few. I don't remember the exact number, but it is even a bigger proportion than the previous claim that 20% pay 80% of the taxes. I think it is more like 90% of the wealth is in the hands of 5% of the population.
